Departmental Mandate

The mandate of the Department of Sport,Recreation, Arts and Culture (DSRAC) is drawn directly from Schedules 4 and 5 of the Constitution of the Republic of South Africa, 1996, which describe the functional areas of exclusive provincial legislative competence.

 

These include archives other than national archives, libraries other than national libraries, museums other than national museums, provincial cultural matters, provincial recreation and amenities and provincial sport.

 

The Department also has a role in supporting and monitoring local government with regards to amusement facilities, local amenities and local sports facilities, markets, municipal parks and recreation facilities.

 

In response to this mandate, the aim of the Department of Sport, Arts, Culture and Recreation is to ensure access to, increased participation in, and transformation of the sport, arts, culture and recreation sectors in a manner that yields optimum social and economic benefit for all in the province.

 

Also promotes nation-building and social cohesion among its people. In discharging its role, DSRAC operates using a corporate structure with a head office, and hubs in clusters.

Hon MEC: Sibulele Ngongo

The Department of Sport, Recreation, Arts, and Culture (DSRAC) welcomes Honourable Sibulele Ngongo as the new Member of the Executive Council (MEC). MEC Ngongo is a dedicated political activist who began her journey in politics as a student at Walter Sisulu University in 2008. A strong advocate for youth emancipation, she joined the ANCYL, becoming an additional member of the Nyandeni sub-region in 2014. By 2017, she was the regional Treasurer of the ANCYL in OR Tambo and later made history as the first female convener of the ANCYL in 2021 in the same region. Currently, she serves as the Regional Chairperson of the South African Youth Council and is a Regional Executive Committee member of the ANC in OR Tambo, as well as a Provincial Working Committee and Provincial Executive Committee member of the ANCYL in the province.

HOD: Sibongile Mpofu

Sibongile Mpofu has worked in the NGO and the public sectors for more than 20 years, where she has been involved mainly in the areas of policy, research, strategy development and implementation, among others.

 

She has held senior management roles at various organizations across a range of sectors, including land affairs, urban and rural development, public administration and, most recently, human settlements. Before joining the Department, Ms. Mpofu had worked for the Housing Development Agency, where she had acted as the Chief Operations Officer and had been the Head of Intergovernmental and Stakeholder Relations.

ACTING GENERAL MANAGER- SPORT & RECREATION

To provide the provision of sport, recreation, and school sport activities. Manage special projects, infrastructure and Sport Development services in the province and the development of Recreational Programmes in schools and Recreation Leisure Services. Sub programmes includes Sport Development and Recreation.

General Manager - District Operations

Manage and Promote Infrastructure and Community Development Services. Coordinate and support of Districts Operation Services.

Ms Ncumisa Fololo

General Manager - CORPORATE SERVICES

Provide and coordinate the provision of: Strategic Management and Planning Services. Legal Services. Information and Technology Communication Management Services. Manage and facilitate the provision of Human Resource Planning and Administration. And provide and coordinate Security and Facility Management Services.

Mr Nceba Adonis

Chief Financial Officer

To provide Financial Management Services support, including financial advice to the accounting officer. The directorate under the CFO includes Financial Management and Supply Chain Management.

Ms Nomathamsanqa Gobozi-Nibe

General Manager - Cultural Affairs

To manage the provision of Cultural Affairs Services, which includes: • Develop and promote Arts and Culture Services • Provide Library and Information and Provincial Archives Services • Manage and promote Heritage and Museum Services • And facilitate and promote the development of Language and Literature
