Profile of the HOD

Mr. Mzolisi Matutu, a University of Fort Hare graduate, is a seasoned Banker who started his career with First National Bank formerly known as Barclays Bank. He has sharpened his skills at management and executive level in the following institutions:

  • Land and Agricultural Bank of South Africa
  • ABSA
  • Bank Department of Transport and
  • Western Cape Department of Public Works

He is a B.A Economics Graduate from the University of Fort Hare and has obtained his qualifications in Management from UNISA and Rhodes Universities. He has also obtained qualifications in the field of Supply Chain and has done Labour Law, Policy Analysis and Development with UCT and Stellenbosch Universities respectively. Mzolisi has done Senior Executive Programme (SEP) with Harvard Business School, USA and Wits Universities.

He has played rugby at club and union levels and represented Frontier Rugby Union in the Eastern Cape from 1981 to 1989. He has captained this Union side for five years. He has also served as an administrator for the same Union between 1988 and 1989. Mr. Mzolisi Matutu has gained board experience as a member in the following institutions:
•Eastern Cape Department of Housing
•Eastern Cape Department of Agriculture
•Border Rural Development
•Tembeka Social Investment Company Limited

He is currently an Eskom Board member (Sustainability Committee). He join the department of Sport, Recreation, Arts and Culture with expectations that he will tap from the wealth of experienced personnel and will also share his skills with them to enable the department to provide an unquestionable service delivery. He is married with three children. 

 Functions of the HOD

​The role of the Head of Department is to provide strategic leadership, support and overall management of the Department in order to promote leadership accountability and development as prescribed in the Public Service Act and the Public Finance Management Act. In pursuit of the above, the HOD's functions are to:

  1. Provide strategic leadership to the department in line with the vision and mission.
  2. Ensure compliance with all relevant Acts, regulations, policies, work ethics, norms and standards.
  3. Create an open, performance-driven and client orientated work culture.
  4. To develop and maintain a dynamic and learning organization and instil a sense of respect for Batho Pele principles
  5. Participate in Provincial management structures in support of the provincial government goals and objectives.
  6. Ensure efficient and effective management and administration of the department which includes proper use and care of stat property, training and development of staff, the maintenance of discipline and the promotion of sound labour relations
  7. Promote and strengthen professionalism and build capacity within the department.
  8. Ensure effective co-ordination and administration on implementation of integrated planning, policies and service delivery strategies in respect of:
  9. Provide support to MEC as the political Head and Executive Authority as it relates to the Vision and Mission of the Department
