​Today, 25 July 2018, the Department of Sport, Recreation, Arts and Culture (DSRAC) MEC Bulelwa Tunyiswa has officially opened the Thanga Village Modular library in an effort to promote reading culture, fight illiteracy and promote library usage in previously disadvantaged. The province has a high rate of illiteracy which is influenced by the lack of library infrastructure in rural areas hence the Department is responding and trying by all means to minimise the challenge by opening a number of libraries in rural areas. 

Addressing the community MEC Tunyiswa highlighted the importance of the library and safe guarding it, "In June of 1955 in Kliptown, one of the declarations were, the doors of learning and culture shall be opened. The opening of this library is the realization of this declaration.”“I hope and urge the community to guard our libraries, because of the investments that go into building these libraries are meant to uplift our communities. 

The building of libraries in rural areas is a clear indication and acknowledgement that people from these parts also need access to information and to lifelong learning."
Nkosi Bhulube, Ah Jongisiswe! Who was also amongst the dignitaries at the event appreciated this library, “Thanga has always been a place of development, it was the first village to receive and establish a development trust, so this library is built on that developmental foundation,” said Nkosi Bhulube. This is the 3rd library opened by the Department in this Municipality and this Village, according to the Department of Education is amongst the highest grade 12 pass rate of learners. This library will therefore further assist in keeping this pass rate
Libraries are regarded as the development hubs as they enhance access to information gaps, they minimise economic and social crisis.  The Department join hands with other information agencies with the view that reading opens doors of learning for everyone and that the culture of lifelong learning and reading contributes significantly to the overall well-being of all people. The official opening of the library forms part of the broader celebration of Nelson Mandela Month. A leader of note, Madiba was known for practising what he preached, promoting upliftment for all South Africans and encouraging education and literacy whenever he could.
